Management – Financial
Aspects of Watershed
Management”

The German Academic Exchange Service (DAAD) provides financial means
for conducting the second International DAAD Alumni Summer School
“Integrated Watershed Management – Financial Aspects of
Watershed Management” to be held in Moshi, Tanzania. The summer
school is organised by Universität Siegen, Sokoine University of
Agriculture, and Frankfurt School of Finance and Management.
The Summer School is scheduled from 12th September (day of arrival) to 24th September (day of departure).
The Summer School 2010 is the second out of two with
the objective
to develop concepts for financing sustainable watershed management
based on a holistic approach. Summer School 2009 resulted in a
guideline to formulate financial proposals and in an analysis of
possible donors for activities in the rural water sector in Kenya and
Tanzania. Based on this, a financial framework for watershed management
plans of Water User Associations in Tanzania shall be developed. While
last year´s guidelines focused on financial resources
mobilisation, this year options and Good Practice on the management of
financial resources will be part of the programme.
Alumni from
the fields of engineering, geography, social science, economics, and
finance shall establish concepts as well as enhance existing learning
modules in the respective fields.
The tentative programme includes:
IWM activities in Tanzania
Financing opportunities in Tanzania
Financial management of Water Resources by Water User Associations
Water use efficiency and pricing (or taxation) for economic activities
“Virtual Water Trade” (VWT) as an economic concept in IWM
Field work in a catchment in Pangani Basin with WUA, resulting in:
Financial Situation analysis related to Watershed Management
Draft Financial plan for WUA
Develop guidelines for Financial Management
Draft Plan for fund raising and income generation
Evaluation of proposed budget of IWM plans in Pangani Basin
Field Visit: Discussion of the results with WUA.
Major questions to be discussed are as follows:
How to improve the income situation of farmers as a result from successful watershed measures (value change discussion)
How many users (individuals, farmers, entrepreneurs) may pay for water of different uses?
How do Water User Associations generate income to financing their services?
How do WUA manage their funds?
Participants
25 participants are expected to take part in the DAAD Alumni Summer School 2010.
15 DAAD Alumni are representing the member universities of the regional
network on Integrated Watershed Management (IWMNet) Eastern Africa as
well as institutions in the region related to economics or water
affairs. They function as resource persons and facilitators for their
respective institutions and disciplines. The regional oriented seminar
focuses on participants from following countries: Burundi, Ethiopia,
Kenya, Sudan, Tanzania, Uganda.
10 experts from the concerned local Water (Resource) User Associations
in Tanzania and/or Kenya, as well as the regional authorities WRMA,
Kenya and Pangani Basin Water Office PBWO, Tanzania are selected by
guiding institutions to ensure integration of concepts developed for
financing sustainable watershed management into the existing
institutional and legal framework and implementation of the planned
activities. Two lecturers of the CICD, Universität Siegen, are
participating as organisers and lecturers, one expert from Frankfurt
School of Finance and Management will serve as regional resource person.
The Summer School will be held in English, sufficient knowledge in
English is required to participate, enabling you to follow the
presentations and discussion rounds.
