The German Academic Exchange Service (DAAD) provided financial means
for conducting an Alumni Expert Seminar at Livingstone, Zambia through
the Centre of Capacity Development (CICD) at Universität Siegen in
co-operation with Ministry of Energy and Water Development (MEWD),
Zambia, The University of Zambia (UNZA) and the German Alumni Water
Network (GAWN).
The Expert Seminar "Topics on Integrated Watershed Management Planning
for Selected Areas in Kafue and Zambezi Catchments" took place from
30th October to 05th November, 2010.

Executive Summary
Suitable development and management of water resources is set out in
the recent Zambian Water Sector Policy and legal documents as the
overarching long-term goals for Zambia. The Water Policy, as revised in
2010, is a framework for a long-term vision of sustainability in which
economic growth, social cohesion and environmental protection go hand
in hand and are mutually supported by water resources.
Latest data show that the demand on natural resources in the six river
catchments in Zambia has been growing fast and may exceed what the
catchments can sustain in the long term. Biodiversity and major
ecosystems are also placed under increasing pressure. Therefore, it is
crucial that measures to support the economy and reduce the social
impact of the demands on natural resources are compatible with
long-term sustainability goals.
The Ministry of Energy and Water Development (MEWD) in cooperation with
the University of Siegen, financially assisted by the German Government
through the German Academic Exchange Service (DAAD), held a DAAD
International Alumni Expert Seminar on Integrated Watershed Management
(IWM) Planning for selected areas in the Kafue and Zambezi catchments
in Livingstone, Zambia. The meeting took place from 30th October to 5th
November 2010.
The main aim of the international DAAD International Alumni Expert
Seminar was to initiate and conduct research – related projects
that focus on infrastructure development when implementing IWM.
Exchange of knowledge between DAAD Alumni, decision makers and local
authorities should initiate a planning process in IWM. Although the
Ministry of Energy and Water Development (MEWD) is currently supporting
Water Users Associations (WUA) in three (3) watersheds in the Kafue and
Luangwa catchments, crucial issues and gaps were identified during the
national IWM planning meeting. It is important to mention that the
national IWM planning meeting was requested for by MEWD through a
proposal submitted to the University of Siegen – CICD and DAAD.
Thematic areas and cross cutting issues were identified during the IWM
planning meeting, included infrastructure development, capacity
building, research and development; and development of catchments plans
based on improved access to data with enhanced knowledge management.
A time line was developed by the meeting in order to initiate
implementation of the desired action plans by MEWD with the technical
support from the University of Siegen through the Centre for
International Cooperation and Development (CICD). Furthermore, the
successful conclusion of the international IWM planning meeting
provided a platform for the continuation of the innovative idea of
Government - University partnership initiated by MEWD in the
development and implementation of the catchment - wide management plans
for the next five years, up to 2015. The Government - University
partnership involves MEWD, the University of Zambia (UNZA), Copperbelt
University (CBU) and the University of Siegen in Germany. The
Millennium Development Goals (MDGs) and adaptation to climate change
are part of the thematic areas to be addressed.
